Referee is a part of the court/court?

Will someone please point me to where this is found in the rules and/or the case book. I've looked and looked and can't find it.

Problem, one of our young refs was on the court (small gym with no room on the sides) when he caught the ball. He said that since he was right by the sideline he figured that since the ball was caught chest-high that it would have gone out of bounds. So he called it so. Hister H. Monkey went nuts and now has written a letter to the league.
