the rule does not say that the huddle has to be in the key!
It just says a huddle of two or more players prior to a free throw. No mention of where they have to be...

Right, but it's a "delay" penalty. So, you can warn if they are huddling just outside the key and delaying the free throw administration. But, if they are huddling at center court, or over by the bench (above the free throw line extended), then let it go (assuming the shooter and lower two spots are filled).
