A good explanation BktBallRef. I would like to add that not only are the violations simultaneous to the end of the throw-in, they actually caused the throw-in to end. I would like to see the federation add this comment to this rule which may help to clarify some of these questions.

No, but deflecting the ball OOB IS a violation.

Dexter's explanation is better, that the throw-in ends when the ball is legally touched in-bounds, and then the violation is AFTER that.

But it is a violation
