who is responsible for realizing when a certain team is in a bonus or double bonus?
official? or the scorekeeper?

Rule 2-11-10 specifies that the official scorer shall notify the officials of the bonus status.

Ultimately, however, everything is the officials' responsibility. In my pregame with the scorer and the timer i'll tell them to double check each other and make sure we are informed on the court. If you can keep a count in your head, that's great. But as a new official there are more important things to keep track of (e.g. where's my primary?).

If you think that the scorer is somewhat incompetent, double check when you think you might be in the bonus. It's far easier to make a simple check than to need to apply the correctable error rule.
