Is there a situation when you can have either a Basket Interference or Goaltending call?

Your question is veague so I won't give a yes or no. B.I. Has to do with all the activity inside the cylinder and on the rim. Goaltending has to do with outside the cylinder. So there is never a case where the situation is both. But you never have to make the distinction because you always use the same signal.

Ok... BI, in one example, NF 4.6.3, is where the ball is outside the cylinder.. A player reaching up through the basket and making contact while the ball is outside the cylinder....
Now if there's contact NF 4.22.1a,b,c,& d, with the ball while the ball is outside the cylinder and on a downward slope this is goaltending....

Hand in the cylinder is BI. Count the basket. If you don't open your mouth it really doesn't matter.
