Is the padding on the backboard in bounds? That is is the top, side and underneath considered in bounds when touched by the ball? I know the NBA has changed that rule in the past year. What about high school and NCAA. Also shouldn't face guarding with B1 hands be illegal? Why isn't it it seems like you could poke A1 eyes out?

The sides, bottom, and top of the backboard are inbounds. Thus the padding is too. The backside is OOB, as is all the support bracing.
As for face-guarding -- it is a T on an opponent without the ball but legal against an opponent who has the ball. Poking an eye out is never legal. |

All kidding aside - if A1 has the ball and is about to shoot and B1 makes a gesture like he is going to hit (or, worse yet, "pull a Moe") A1 in the eyes, it's at least an unsportsmanlike T in my book.
