Over the line but not touching

Lining up for a freethrow, is it ok if your shoe is over the line but not touching it?

Same question for OOB lines.

Also same question for the ball; although, this one may be a little harder to notice. The ball could bounce right next to the OOB line without touching it, but a part of the ball could be "over" the plane of the line.

1. No. The rule prohibits breaking the plane of the FT line or lane lines with one's foot.

2. It is okay for OOB. The player or the ball must contact the OOB area (or an object OOB) in order to be OOB.

The rule references would be:
OOB: 7-1 {keyword is touches}
FT: 9-1-7, 8 and 9 {key phrase is beyond the vertical plane}

Who started the trend among girls' teams of hoovering their heels over the block?
