In Indiana, the HS AD's hire the officials they want (or can get). If the AD's have trouble getting ref's, they call the assoc. assignment secretary, who keeps a list of official's open dates. The tourny games are assigned using a formula which includes coaches votes and official's ratings by "evaluators" who are retired officials.
