Here's the answer I received from Hank Zaborniak. He's been the Assistant Commissioner of the Ohio High School Athletic Association for 6 years, and I sent his "committee" an e-mail asking for help. Hank Replies:

"Based on the info you've provided, it appears to be a simple correctable error and the team A would win 55-54."

Unfortunately, he didn't explain his reasoning or give a rule reference, but he's in a position to know (I assume) what the right call should be. Comments?

Thanks for the follow up on this thread, I think i will keep this scenario in mind and cover it in my pre-game meeting with my partner, or during the last 1-2 minutes of the game, talk with him on how we will held any end of game situation.(good or bad rule of thumb)
Who has feed back / advise.
