The FIBA rulebook says a throw-in occurs when "the ball is passed into the court". Rule 17.1.1

I have never allowed a player to hand the ball during a throw-in under FIBA rules.

No you can't. If A4 is out of bounds and hands the ball to A5 (on court) then A4 is touching the ball while out of bounds - violation.
