I asked my interpreter about the timing of the release of new rules for next season and this is his response...
The NFHS rules committee meets on April 8-10...any suggested rule changes then have to be approved by an advisory NFHS committee...if approved the rule changes are then released to the public around May 1st... He is on the rules committee.
