I was watching a varsity girls high school game the other night, and here's what happened:

Player A has posession of the ball under her own basket, and falls on top of the ball, Player B falls on top of player A. Player B stays on top of player A to keep player A from handling the ball. The ref calls a held ball/jump ball.

Is this correct?

Not necessarily correct, but very common.
A Ref would have to see it, and may then call a foul on B, if as you indicated the ball was on the floor, A was on the ball and B was on A and didn't have a hold of the ball.

JClay,

If the player had the ball and fell on it, it should be traveling! Now if she had got the ball on the floor and then B player lands on top of A it's a foul on B.
