I previously asked a question about inbounding the ball after timeouts and the answer referred to the Referee's handbook. I am wondering if this is available on the NCAA web site. The rulebook and interpretations are, what about this guide?

No, it's not.

You can buy a CCA Mechanics Book at Honig's or your favorite official's supply shop.

Note that there are different books for the men's or women's game (since the mechanics are different). These are also different from the mechanics used in high school games.
