If a player starts to shoot and only half shoots so the ball just goes about 3 feet above his head and then comes back to him without the shooter leaving the ground or moving his feet would that be passing to yourself? thanks in advance

That play would be legal, whether you judged it a shot or not. If the shooter didn't move his pivot foot and the ball didn't hit the floor, then there never can be a violation of any kind.

However, if the player had jumped so that both feet left the floor, then you have to make a decision.

Was this a legitimate try for goal?

If yes, then legal play; if no, then travel.
