I believe there is, but you must pay a membership fee on the FED website to access it.

That's one way....the other is if you are a member through your state association you automatically get access. Easy way to tell - if you get the the NFHS "Officials Quarterly" publication regularly in the mail, then you are. The information you need for access is on your mailing label - just go to the NFHS web site & follow the directions....
