That's easy, throw both of them out.
The fan goes because his actions are unacceptable in a HS environment. The NFHS has been stressing sporting behavior for the past couple of years and it is a POE this year. Taunting is not allowed. Do the right thing here and enforce it. The player gets a flagrant technical foul and is DQ'd. His actions certainly meet the definition: 4-19-4 ... A flagrant foul may be a personal or technical foul of a violent or savage nature, or a technical noncontact foul which displays unacceptable conduct. It may or may not be intentional. If personal, it involves, but is not limited to violent contact such as: striking, kicking and kneeing. If technical, it involves dead-ball contact or noncontact at any time which is extreme or persistent, vulgar or abusive conduct. Fighting is a flagrant act. |

looks like it is time to get out the pen and paper, because somebody has to go!
Question though - This just happened out of the Blue? no indication that this fan was a problem prior to this taking place? If there was it should have been addressed prior to this escalating to this point.
