NF 10.1.5 still uses the term "Allow the game to develop into an actionless contest" for a definition of a team technical but the specifics are now defined and just holding the ball is not one of them. Besides, which team would be violating if this was a rule, the team holding the ball or the team standing back and letting them do it?
As to making the shot clock mandatory, try convincing my local school district to spend money on shot clocks instead of teacher salaries. Yeah - that would go over big. As a taxpayer, I wouldn't support it.
