I also dont understand the logic behind Officiating scrimmages or preseason tournaments differently then any other game. I approach all games with the same professionalism. I feel you are doing a disservice to the players and coaches if you dont. If a coach is doing something unsportsmanlike it should be handled accordingly. I have never given a T in a scrimmage but if I had to I would. And I do know of officials who have.

The scrimmages around here are all intrasquad. The coach runs the show that night. I make the calls as in a normal game but also take requests from the coaches in any area they'd really like me to call tighter...perhaps they're working on breaking a player of handchecking, etc. They can have as many timeouts as they want and can substutite at any time....if they want do run it that way. They can go anywhere they like to instruct and communicate with their players. The scrimmage is still just a practice that gives me a chance to practice a little too. Generally, they're volunteer events.
If it involves another school, it's not a scrimmage nor a preseason game. In HS, there is no such thing as preseason game.
