JV-G, 3rd game of season

During a live ball, player is tying a shoe. Visiting coach yells "call time, ref, she's tying her shoe". I say "you want a time out?" He says, "no, you've gotta stop play". I say "no, I don't". He says "that's a safety issue".

During the next time out he complains that he's had it three times and the refs have called it. His school is in a different Board district, so maybe they do out there but I've never seen it called nor have I called it in anything but maybe 2nd and 3rd grade Rec ball.

What do you do?

I did ask in pregame if all equipment was correct. Obviously he needs to work in practice on securing clothes/uniforms. Maybe he should focus on putting the ball in the basket also because his team was on the short end of a 57-9 final score. But what do I know, I'm just a ref not a coach.
