Every year there always seems to be those couple of questions that are just worded horribly. I've just learned to 'let it go' if it turns out I got it wrong because I read it one way and they meant something else.

In this example, it is very reasonable for someone to read this question and think that they are asking about two types of fouls, 1 - Double personal, and 2 - technical. If a technical, in itself, was not a type of foul, then it would make sense to add the word double in front of it to help make sense of the question.

I got this one wrong and just chalked it up. I guarantee you'll see another like this on next year's test.

The question isn't worded all clearly as it could have been, but try not to read too much into the question. Simply read it as it's written and you should be O.K.
Jeff, I'd double check that one with the state, if I was you. I've got the answer key put out by the FED. The answer on the official NFHS answer key for #21 on the Part 1 exam is True.
I don't think the IHSA has released teh "official" answers yet, but it's common for them to give credit for either answer on 1 to 2 questions a year. This might be such a case.

Interesting...per the results of my test (scored and returned by the Washington Assoc) the answer is true...what's the problem with Illinois??
