I need a reference for that questions, I can not find it.
When the referee tests the ball for proper air pressure, the test shall be conducted on the surface of the playing court.

"...when it is dropped to the 'playing surface'...."
(Is playing "surface" the same as playing "court"?)

It's vague....but what isn't it in the writing of these NFHS tests? Hope this helps!

That would be a true statement. Drop the ball from about 6' high and see how high it bounces.
