Not quite. The purpose of the "movable ring" rule is to deal with (a) the basket being
totally out of position (i.e., 30 degrees or more), and (b) the recoil - the rim hitting a ball in flight on its way back to the default position. The fact that the rim is shaking is not the rationale for the BI here.
