Sorry, but maybe game changer was a bad word to use, how about momentum changer? I think I would have either let the call go or made the call as soon as it happened. The play was definately out of his primary.

I've been wrong often enough before, and this may be more of the same.
But, the replay I saw showed an early hinderance on C's side of the circle with and lighter, yet continual, "touching" as the green player tried to move toward the ball.

It is my understanding that Women's officials are instructed to "wait" on foul whistles for the purpose of seeing how the result of a play will be affected.

Postulating, since the grab happened early and continued (though with less force than the initial grab) all the way to the ball, the official blew the foul "later" because that official figgered the offensive player was sufficiently disadvantaged when she initially lost her quick "first step" due to the hold near the free throw line.

In 3 person mechanics(men or women) the C has to extend their coverage area more than the L and T. This play actually originated from the edge of C's primary.
I thought the official showed great patience with the whistle and saw the whole play.
