I'm only talking about the jump stop defined in 4-43-2b.

If he's talking about 4-43-2c, then he didn't describe it very well.

I did not realize that this was not a jump stop according to the rules until a few years ago when I read the rule book.

Now when I teach these two moves, I tell my players there are really two types of jump stops, technically by the rules this is not true, but I have not found a good name for the mis labeled jump stop, so I stick with it. Old habits you know.

It's real easy.

If you catch a pass or end a dribble with BOTH FEET OFF THE FLOOR, you may land on two simultaneously and pivot. It's the same as standing there with both feet on the floor and stepping, the STEP establishes the pivot.

If you catch or end a dribble with a foot ON THE FLOOR AND JUMP, you must LAND SIMULTANEOUSLY and you may not pivot.

Both are jump stops, the difference is where the ball was gathered and what was touching the floor at that time.
