Hello,

If player A goes to shoot and player B hits the ball and part of the hand, is it a foul?

OR...

If player A shoots and player B hits ball to side then player B's same hand contiues motion and hits player A's arm, is that a foul?

Assuming the defender has legal position then

1. No

2. Most likely not a foul the way I read it.

Hand is part of the ball ...
No foul in one.

The second one would be a little more subjective. However, the way this reads: the shot was blocked so I doubt I would have a call there, since the contact on the arm ocurred after the block and did not affect the shot in any way.

Hand is part of the ball and if you make a clean enough block there is a certain amount of contact you can make without drawing a foul?

Very interesting. I've always wondered about those two situations.

Yes. If the block is clean, and happens before the contact, there is a certain amount of contact most officials will let go.
