double dribble?

Ive asked several oficials in our 8th grade travel league about this, please help.It seems like alot of post players,when starting a power move to the basket ,put the ball on the floor with both hands.Is this double dribble or do i have it totally wrong.Or is it just another part of the game that has slowly changed over time?(ie palming)Any help you can give me would be appreciated

You have it totally wrong. Nothing's changed. Starting a dribble that way is legal and always has been legal.
