5.8 art 5 - up until ball in possession out of bounds

Rule 5.8

Art. 5. Recognizes a request by the head coach or a player for a timeout after a goal until a player on the team putting the ball in play from the end line is positioned out of bounds with the ball.

Yes, this is Section 8. Extra Period.
But is there a reason a different logic would apply here.

I say, timeout can be called at any point up to when the team is positioned out of bounds with the ball.

The original poster specified that they were playing under NFHS rules. The rules citation that you gave is not an NFHS rule. There is no 5-8-5 in FED.

A TO cannot be given to the team without the ball after the throwing team has the ball or it is at their disposal.

I grant the timeout until the B player has the ball OUT OF BOUNDS. There's gotta be a window where the team that has just scored can call a timeout and that window doesn't end in my games just because a team B player catches the ball coming out of the basket.

Agreed! If the ball is dead, either team can call timeout. If you're not started the 5 second count, the ball is still dead. The ball becomes live and the count starts when it is at their disposal (which means they have the ball in a position to make a throwin or have had enough time to be in such a position). If you consider it at thier disposal as soon as a player catches the ball when it drops through the net, you must be counting and they'll only get a net of 3 seconds for the throwin.
