Don't feel dumb as you are 100% correct. They should have shot 1 and 1. This points out the incorrectness of an official saying 'offensive' foul. There is no such foul, except in international ball. It is a 'player control' foul and it can only be called on a player in control of the ball or an airborne shooter.
