So if a player is holding the ball with his palm facing up, and touches the back of his hand to the playing court, is that dribbling?
It's not even a dribble if that player is holding the ball with his hand on top of the ball touches the ball to the floor.

Effectively, for the purposes of fouls, the hand is part of the ball when the ball it touching the hand.
