Question

team A down by one drives to the basket and gets fouled on the shot as the buzzer goes off. can coach B call time out with no time on the clock to ice the player. if coach B can call time out, will he be able to use another time out after the first attempt or is this considered successive time outs.

Yes - the coach can request a timeout before either shot.

He cannot, however, request a second timeout. Nor can the other coach be granted one until the overtime period begins.

5.12.3 A:
"At the end of playing time for the fourth quarter or any overtime period, successive timeouts shall not be granted. This means a [second] time-out cannot be granted either team until the clock has run in the extra period."
