Team A's throw-in to start the 4th quarter has not ended because it was not legally inbounded to a player. In addition, it has not ended because the throwing-in team has not committed a throw-in violation.
When the T is called against A, B gets 2 + division-line throw-in, and the arrow remains favouring team A.

2 FTs for Team B and Team B Throw-in at the Division Line (Opposite the Table) This procedure is based on R7-5-8.
Since the AP throw-in was not used as a basis to inbound at the start of the 4th qtr, the AP arrow remains with Team A. Review R6-4-5 for a better understanding of this.
