I agree with Bob. It sad but many officials don't know this. I've had partners call this more than once. In one case, it was an occassional state playoff official. Another perinnial tourney official insisted he was right...using his credentials instead of the rulebook to back it up.

That's a sure way to make sure I'll never vote for him at tourney time or for anything else. I can't stand it when people use the "I should now, look what games I do line".
