Failing to inbound the ball and calling time out to avoid turnover

I am an AAU coach not an official. We play high school rules.

Is it true that a player cannot call timeout after 4 second have elapsed of the 5 seconds allowed to gert the ball inbounds? is this rule different at different levels?

That is not true.

The timeout can be called all the way to 5 seconds.

This applies to high school and NCAA rules. Not sure about NBA but I think it applies there too.

Camron is correct, it's not a rule. I do believe that there used to be rule that you could not call a time-out once 4 seconds was reached, (where is MTD when you need him?) but it changed quite a few years ago.

Yes, it was quite a few years ago, and it was called an imminent change of status and referred to when the status of the ball was about to change for live to dead or dead to live. An imminent change of status occured when 80% of a time count had elapsed.
