Camron is correct, it's not a rule. I do believe that there used to be rule that you could not call a time-out once 4 seconds was reached, (where is MTD when you need him?) but it changed quite a few years ago.

Yes, it was quite a few years ago, and it was called an imminent change of status and referred to when the status of the ball was about to change for live to dead or dead to live. An imminent change of status occured when 80% of a time count had elapsed.
