Okay, I found the rule. NFHS 9-1-5 states, "No opponent shall disconcert the free thrower." Would you apply this right away, or tell them to knock it off first (especially if she made the first one)?
See Penalty 2 a,b following 9-1-5.

I would apply it right away on the miss, it is an unfair advantage to the opponent. They will learn the rule after you call it and site the violation, "that's a violation on #___, disconcerting the shooter" shoot again.

When it occurs before the release, signal for the withheld whistle for a violation, if the ball goes in ignore it.

At lower levels (through middle school), it is good preventative officiating to address the disconcerting action by B1 after the first FT attempt. I would make sure b1’s coach also heard the redress.

Just so you are certain about the "delayed lane violation" signal that Thumpferee mentioned above it is NFHS Signal #17 (Page 77 of NFHS Rulebook.)
