Yes.
It is also permissible for a non-jumper to move off of the circle before the ball is tossed for the jump. It is also permissible to move to another position around the circle during a jumpball, before it is tapped by a jumper, as long as you don't move into an occupied space.

By the circle we do mean the restrainging circle correct? The only two players allowed in or on the restraining circle are the jumpers, correct? If so, then there should not be anyone to move off of the restraining circle. If the jumpers move off, it is a violation, per rule 6-3-7b.

See answer above. "On the circle" is common rule book language for being in a legal occupied space around the circle. The jumpers are "in the circle" and are the only ones allowed in there until the jump ball is touched by a jumper.
Confusing? Gee, what makes you say that? You can legally be "ON the circle" if you're IN one of the 3' deep spots around the 2" wide restraining circle line line, but if you step ON the 2" wide restraining circle line before the jump ball is tapped, you've committed a violation for being IN the circle too soon.
