Also, only the head coach may stand during this time. Subs and asst. coaches cannot stand.

That doesn't mean a thing. NC has many state interpretations and rules that we follow. None of them are posted on the NCHSAA website.
And yes folks, any state can modfiy any rule they like. If it's an issue, then the NFHS can take that state's seat on the rules committee.
