Both.
Each state technically sets its own laws regarding the minimum drinking age, but Federal Law denies certain funding to each state if the state minimum is under the age of 21.
Basically, it's a system of blackmail by the federal government.
Also, many states have laws allowing minors to drink with parental permission in various circumstances. (Of course, where it gets hairy is with 18, 19, and 20 year-old children . . .) |
