Recently, a player for team A was assesed a technical foul. The coach of team A wanted to call a timeout between the first of two FT's being shot by team B. Can a timeout be called prior to or during the FT attempts for a technical foul ? Please site a reference to the rule books for NFHS and College.

Time-outs during a technical foul are handled exactly the same way as regular FT's. The coach of the non-shooting team can call a TO whenever the ball is dead. Rules reference in NFHS is 5-8-3(b). The NCAA rule is the same, but I don't have a book handy.

Put a little more generically.

Once the game has started, anyone can be granted a timeout whenever the ball is dead as long is it not a successive timeout after time has expired in the 4th Q. or OT.

Only when the ball is live are there restrictions on who can call timeout....only the team that has a player control (not team control).

Between FTs, the ball is dead.

If it's not dead, it should be shot to make sure it's dead.

No need to look for a rule that specifically allows it. The rules aren't written that way. If you can't find a rule that forbids it, that it can be done.
