Whther we've seen it not called or not, isn't really the issue IMHO. He offensive player clearly has an advantage with inside position. He's fouled as he comes down with the rebound. If he isn't fouled, he has a clean lay-up. Although I'm sure there have been times when this hasn't been called, clearly it should be.
