Assigning software

I currently am using Arbiter for my Varsity officials but I find it somewhat limitimg. It does not do travel using a "zone" concept and I think the yearly renewal fee is too high as they charge per official. I have been told there is an Access based software that does the same thing for a one-time price. I have been unable to trace it down though.
I also find the arbiter database time consuming to load with all the necessary info.
