While watching the first round, i noticed that during the free throws, the defender in the first space has his foot on the block. Is this legal in the NCAA, also, is this legal in NFHS rules, and i've just been misenforcing the rule???

Legal in the NCAA's and Illegal in NFHS. Rule book for NFHS has been put away until next year otherwise I would give you the rule and article.
