In a 5th and 6th grade travel league game last nite.Player A fouled while driving to the basket(shooting)he goes to the floor and stays down injured.The coaches attend to him and help him to the bench(wind knocked out of him or something not serious)They send a player on the floor to replace him,while this is going on the officials are getting a drink and one apparently has to tend to a cut on his nose from his glasses.this takes several minutes and when play is resumed ,the coaches send player a back on the floor(who apparently has had time to recover) to shoot the free throws.Is this allowed?Hope my question was clear,it was a strange situation.Thanks for any help

Welcome to the forum.

Player A should stay on bench until a tick comes off the clock.
The substitute should shoot the free throws awarded to Player A.
One of the officials should have been present on the floor.

With this being an elementary game, I cannot imagine this became an "issue".

Coach A could have called a timeout BEFORE he subbed for the injured player to keep A1 in the game.
