Okay. A1 goes up for shot from the right block, B1 contests it. Both players in the air, and before they land, the ball is lose on its way down. A1 retrieves ball out of air before he lands. I've got a no-call/rebound.
The second time it happened, same thing, except after the shot attempt, before he lands, A1's motion throws the ball out of bounds. I've got B ball.
Evaluator present for 2nd time, and tells me I should have blown a held ball as soon as the first attempt was blocked. Thoughts?

It's only a held ball if the ball is held so that A1 CAN't release it. In your play, it was released.

Now, whether it's traveling or not is a different story. If B1 doesn't prevent the ball from being released, A1 doesn't shoot, and returns to the floor with the ball, it's traveling. 4.43.3A
