Tony, NCAA allows the requesting team to shorten the TO if it's ready to play before the end of the 75 seconds. The "sub only" TO is an extreme example of this. The coach requests a TO, when recongnized by the official, the coach then gives the traveling signal. This indicates that the coach simply wants the dead ball in order to bring a sub into the game. In this case, players are not allowed to return to benches. The sub is admitted and play resumes immediately.

I honestly don't know the answer to the original poster's question, although I'll guess "yes, it is lengthened". Now I have to go dig through my rulebook.
