For answer see Rule 5, Section 10

The answer depends on which type of media is being used.
For TV, Article 4-a-1 says the first timeout called shall be of a length determined by the electronic media agreement. Why timeout called does not matter.

For Radio/ internet only Art 4-b-1 says the timeout shall be 75 seconds or longer as determined by the electronic media agreement.

Shortened timeouts are permitted by Article 4h but the parenthesis forbids the "first" timeout in second half to be shortened. Any other "team called" timeout mey be shortened and depending on reason a different method is to be used to resume play.

If shortened for substitution only the warning signal is sounded upon notification and play is resumed immediately after subs are made (Art 4-h-2)

If shortened for any other reason the warning signal is to be sounded and play will resume 15 seconds later after final horn sounded (Art 4-h-1)
