Player A1 asks the official in the back court "Didn't you see that?!?!" while live ball is still occuring in the front court from a fast break as player B1 is four dribbles away from making a lay up.

Does the official stop the clock immediately and issue player A1 an unsportsmanlike technical foul and disallows player B1 from making the lay up or allow player B1 to score first, stop the clock, then issue the unsportsmanlike technical foul?

If it's me, I wait for B to finish it's fast break and than issue the T. No point in penalizing B for A's indiscretion.

Of course he'd need to say more than "Didn't you see that?!?!" to draw a T from me, but I'll assume that in your situation the T is warranted.

John, check out NFHS casebook play 10.4.1SitC. That'll give you the procedure to follow.

Z, I'm sure there is more to it then what was stated. (?!?!)
I can see this resulting is a T. Sometimes it not just the words. i.e. previous actions throughout the game, facial expressions, the tone the words were spoken, etc.

You also have to take into account any previous warnings, or the volume level of the complaint.
Normally, I'd be inclined to let him suffer the consequences of not playing defense before I whacked him (assuming the comments warranted a T).

When is the "T" foul issued?
I usually have the coaches I work for pick their initial one
up the day before the season starts. It saves time.
