I have been trying to find the rule in the high school rule book about blocking someones face with your hand if he/she is holding the ball or trying to shoot the ball or trying to pass the ball. Is this legal? Can someone point me to where this rule is located?

That is because it is legal. The only illegal face guarding is when the player does not have the ball.

It is legal.

Rule 10-3-8d address a related issue by saying it is a T to do such a thing to a player without the ball. There is nothing that precludes a player from doing it in any other case. Since it explicitly disallows it in only one case, it can be infered that the non-mentioned cases are legal.

I believe that is largely a safety issue...an passed/incoming ball may hit them in the face without warning. The person with the ball is not going to be hit in the face with the ball, thus it is not a safety issue.

Camron - a few weeks ago at The Hoop in Beaverton, I had a player holding the ball in front of her face when the defender smacked it. It hit the offensive player right in the nose and made it bleed (the nose, not the ball). OUCH!

Of course, this has nothing to do with the question.
