A1's throw-in is touched in the front court but not controlled by A2. While the ball is loose in the front court, the official starts the 3-second violation count. Is the official correct?
The answer is NO. But why not? There is team control, and the ball is live. The exception (NCAA 9-8-a) only seems to apply when the ball is in the inbounder's control. Anybody have a reasonable explanation?
Obviously, I would be too busy observing other things to start the 3-second count in this situation

But by the book, why doesn't the count start?
