Comments in the POE

Why is there so much in the POE that should be in the comments on the new rules section? For example, excellent discussions of the new free-throw line up and the warning horn for the 30 second replacement interval appear under the POE, but not in the comments section. It is not the logical place to find this and is confusing.
Did the editors just mess up?
